The University of Southern California’s (USC) Department of University Relations, School for Early Childhood Education Head Start Program is seeking an experienced, collaborative, and enterprising professional for the position of Executive Director.
The USC School for Early Childhood Education Founded in 1973 as a teaching school for future early-childhood professionals, the USC School for Early Childhood Education (USC SECE) has served more than 5,000 neighborhood children from 4,500 families. Today, our Head Start and Early Head Start centers serve 527 children. The programs operates fully licensed child care developmental centers providing two program options; home-based program serving pregnant mothers, infants to 3 years old, and center-based programming 24 months to 5 years. The Head Start Program operates seven centers, serving children and families five days a week, September through June, offering full-day and part-day classes.
The Executive Director position ensures compliance with all University policies and procedures, State and Federal requirements, and the School for Early Childhood Education (SECE) policies and procedures. The Executive Director administers the overall operation of the Head Start/Early Head Start and State Preschool programs. The job responsibilities include formalizing and writing grant applications, planning, organizing, and directing the activities of the program within the guidelines established by the Administration for Children and Families, the Head Start Policy Council, and Board of Directors. Senior management staff report to the Executive Director and assist the Director with grant proposals, statistical materials, and program data. The Executive Director collaborates with the Board of Directors and Policy Council to complete the annual program self-assessment, community needs assessment, monitor facilities and equipment, ensure implementation of internal and external policies and procedures, act as a liaison with the community, implement personnel policies, and ensure and monitor internal communication.
In addition to the duties outlined in the University job description for the Program Director, this position is responsible for coordinating:
Program Planning and Management: Oversees a management system that ensures proper planning and efficient operation of program design.
Ensures that annual self-assessment and process for program and management improvement plans are conducted in conjunction with the Policy Council. Coordinates the development of the annual community needs assessment and/or update. Supervises design of each program option and ensures options are acceptable and approved by the Administration for Children and Families. Develops written procedures for program planning which includes a process for the formulation of program service objectives, a budget and work plan based on identified objectives. Maintains an internal communications system that includes an internal reporting record, and distribution of needed information to and from staff, parents, Policy Council and Board of Directors for USC School for Early Childhood Education (SECE) Establishes a working relationship, which is based in “shared decision making”, with the Policy Council and The Board of Directors in all aspects of the program. Establishes and maintains cooperatively relationships with agencies/resources in the community that could be used to address the needs of program children and their families. Directs public relations and community interface activities. Works directly with Head Start Regional Office on a monthly basis as needed to ensure program compliance.
Personnel Management oversees Head Start Performance Standards as related to Personnel and USC Human Resources Department.
Provide leadership and supervisory support for Associate and Assistant Directors of the Education/Health and Nutrition/Enrollment and Family Services/Early Head Start/Professional Development/and Budget and Personnel service lines. Ensures that staff positions meet or exceed State of California Department of Education, Head Start and/or Community Care Licensing staffing requirements. Ensures equity of all staff positions. Works with the Human Resources Department to implement a timely recruitment process to ensure selection of staffing meets Federal and State requirements. Makes recommendation to the USC School for Early Child Education Board of Directors and Policy Council regarding hiring, promotions, terminations and fiscal management. Responsible for the development and implementation of training plans for staff, policy council parents, Board of Directors, volunteers and others involved in the operation of the Head Start, Early Head Start and State Funded Child Care.
Financial Management: in conjunction with the Budget Administrator, oversees the financial affairs of the Head Start/Early Head Start, and State Preschool programs.
Develops and maintains an effective system of financial management that controls funds within the program and meets all necessary financial management requirements. Oversees the development and preparation of the basic grant refunding application and any supplemental applications/grants. Monitors all allocations and expenditures to ensure compliance. Works with audit systems. Ensures that timely, accurate financial reports presented in an understandable format are provided to the Policy Council to ensure adequate information to make decisions necessary to operate a successful program. Establishes and monitors procedures of the program’s non-federal share requirements. Works collaboratively with University Fiscal systems and work cooperatively with Fiscal counterpart offices (Contracts & Grants, Sponsored Projects Accounting, etc.)
Establish and maintain effective working relationships with the members of the Board of Directors and Policy Council. Represent Head Start in the local, state, regional, and national communities. Provides strong advocacy for staff, families and children. Cultivates internal and external partnerships with early childhood agencies.
The Executive Director will report to the Associate Senior Vice President of Government Partnerships and Programs and will work closely with a team of other professional staff members.
This is a full-time, exempt, grant-funded position and is contingent on continued funding.

Five-seven years of leadership and administrative experience as a director years in the area of early childhood education. Bachelor’s Degree required, and Master’s Degree preferred in the areas of: Early Childhood Development, Sociology, Social Work or Psychology.Experience directing a government-funded child care program.Experience with the submission of applications for government-funded and other supplemental grants.Ability to manage a large, multi-site staff and ensure compliance with all government regulations related to grant execution.Actively pursue information at the local, state, and federal levels on issues related to early childhood education. Ability to oversee fiscal management of complex budgets and grants from multiple funding sources.
