The Education Specialist, Early Head Start-Child Care Partnership (EHS-CCP) will provide leadership, oversight, and management of the EHS-CCP program. The EHS-CCP Specialist is responsible for effective service delivery, contract compliance, intra- and inter-agency coordination, and evaluation of performance in accordance with Head Start Program Performance Standards. The EHS-CCP Specialist will also be responsible for ensuring compliance with Delaware Department of Education processes and procedures and Delaware’s Office of Child Care Licensing, as applicable to the EHS-CCP. The EHS-CCP Specialist will be responsible for supporting and monitoring the work of consultants and contractors supporting technical assistance and family services.

Bachelor’s degree in Early Childhood Development, Early Childhood Education, or closely related social science field required, master’s degree preferred. Eighteen hours of coursework in infant and toddler development and/or programming preferred.
Five years of program management experience.
Knowledge of Head Start/Early Head Start program operations.
Demonstrated coaching, training and leadership skills.
Experience analyzing data, reporting on outcomes and effectuating program changes.
Bilingual in English and Spanish preferred but not required.
Excellent interpersonal skills, including the ability to work cooperatively as a team member.
Ability to effectively and successfully interact with individuals from diverse socio-economic and cultural backgrounds and maintain confidential information.
Detail-oriented to ensure accurate record keeping.
Ability to be an excellent representative of the program to the community.
Computer skills, proficiency in using Word, Excel, and data collection software applications, as well as the ability to learn software programs required under the EHS-CCP program.
Excellent written and verbal communication skills.
