The Delaware Department of Education is seeking an Education Associate for Quality Initiatives to establish and oversee implementation of strategies to promote high-quality early learning programs. The Associate will manage several large-scale early learning program quality improvement initiatives including Delaware’s Stars (DE’s QRIS) and other financial initiatives that support the early learning workforce through partnerships and incentives. The Associate will also provide leadership in creating linkages across agencies and services that support all young children’s healthy development and learning and efforts to create an aligned early childhood system. The scope of work will require significant coordination and collaboration both within the Department of Education, across other state agencies, public and private organizations, early learning programs, and with district and school personnel. This individual will be a member of the Delaware Office of Early Learning.

Bachelor’s Degree (Master’s preferred) from an accredited college or university, preferably with a concentration in Early Childhood Education or directly related field.
Minimum of five years successful related experience.
Strong large-scale project management experience – including developing and executing contracts and budgets and ensuring deliverables are met within budget and on time.
Knowledge of and experience with facilitating best practice in early childhood education and systems development.
Experience managing or delivering technical assistance to diverse early learning programs and practitioners.
Proven experience in data analysis.
Substantive experience with Quality Rating and Improvement Systems preferred.
Experience with federal grants preferred.
Knowledge of or experience working with institutions of higher education in course development and or articulation experience.
